I am commanded by the Army Council to refer to War office letter of the 12th September last, Number as above, relative to certain lands at Hong Kong now in War Department occupation and to state that they would be glad to receive a reply as early as possible in order that a clear and definite transfer scheme, as provisionally agreed between the War Department and the Colonial Government, may be submitted for the necessary sanction on behalf of His Majesty's Government. Pending this sanction the Army Council are unable to commit the Department to any of the steps contemplated in the scheme.
